Performance analysis under uncertainty: what is the analysis trying to do?

This is an invitation to look at performance analysis by the job it is being asked to do. Across Clyde Street, observation, description, measurement, comparison, visualisation, modelling, forecasting, communication and decision support make different kinds of claims. They also encounter different kinds of uncertainty.

The rows ask what the analysis is trying to do. The columns ask how Keith keeps uncertainty in view — by defining the object, testing what can be trusted, preserving context, separating kinds of claim, retaining contrary cases, revising after new evidence, showing limits and returning the result to human judgement.

Do not read this as a ladder from simple observation to sophisticated modelling. More data or more technical methods do not automatically remove uncertainty. The uncertainty may sit in the observer, the coding rule, the source, the sample, the model, the representation, the outcome or the decision. A blank cell means only that this curated map has not selected a source for that intersection. Description is not prediction; association is not cause; a model is not truth; transparency is not validation; usefulness is not accuracy.
